Dear Taylor,
I am sorry to have been so long with this but it has proved more complicated than I had at first supposed. Enclosed is a duplicate list of a number of posts which, in any circumstances so far as I can see at this stage, must be recommended for inclusion in the civil affairs branch of the military administration of Hong Kong. The twenty seven posts here detailed represent those for which we see no possibility of suggesting individual candidates with F.E. experience known to use from the available field.
In the course of the next few weeks when
the picture of our prospective organisation for Hong Kong is clearer,I shall hope to be able to put up another list of additional posts for which candidates may be required: in the meantime however I trust that the enclosed preliminary list will be of some help to the A.C.1 selectors and those responsible for courses.
A word about the language qualifications. Obviously people who are to deal with Cantonese should for preference have some knowledge of the language. I have marked only one post on the list the holder of which need not have some nodding acquaintance with Cantonese. Strictly speaking, this is fair enough; but if, owing to one circumstance or another public works or medical officers know no Cantonese at all,
the administration would be handicapped but not
